Announcing the first conference of the UPA Policy Implementation Association! This conference will be held at Portland State University, located in the heart of Portland, Oregon's central business district, close to the Riverfront District and the South Park Blocks.

The conference will be held beginning May 19, 1999, from 4-6:30 p.m. Further details regarding the time and place will be forthcoming.

Submission Requirements

You must submit an abstract of your proposed paper. Your abstract will be reviewed by a committee consisting of two to three faculty members from PSU's College of Urban and Public Affairs.

Please ensure that your abstract contains the following information in 200-400 words:

• your central theme or hypothesis: what question are you trying to address?
• your approach and methodology: how will you address that question/theme?
• the relevance of your work to policy studies
• your key data sources
• 3-5 major references to allow the committee to judge your work appropriately
• the current stage of your research, e.g., literature review, data collection, interviews, etc.

You MUST SUBMIT YOUR ABSTRACT USING THE COVER SHEET.

ALL ABSTRACTS SUBMITTED WITHOUT THE COVER SHEET COMPLETELY FILLED OUT WILL BE RETURNED WITHOUT BEING REVIEWED.

You will receive notification of acceptance or rejection of your paper proposal by Wednesday, April 21, 1999.

If your paper is accepted, you will be informed at that time of the date, time, and place of your presentation.

Final papers should be submitted for review to the committee chair (Dr. M. Bianco) by Wednesday, May 12. Requirements for the the submission of the final paper and the presentation are as follow:

• submit one typed, double-spaced copy of the paper, with a cover sheet that includes your name, affiliation, and paper title
• submit one 3.5-inch, 1.44-megabyte diskette containing an electronic copy of your paper stored in Microsoft Word (version 5.0 or later) or WordPefect (version 5.0 or later); electronic copies will be added to the Conference Web Site and made available to other conference members. All graphics must be embedded within the paper in a format that translates easily (otherwise, graphics may be lost in the conversion process).
• presentations must not exceed 15 minutes (question-and-answer period will be at the end of the session)
• The request for any visual aids equipment must be included on the cover sheet that accompanies the abstract.
